Responsible Prime Minister and the Reputation of institutional performance…

Rahmatullah Buriro

In any developed country in the world and in a democratic country, the irresponsible statements of the rulers and the responsible Prime Minister or the failure of state institutions are like a report or performance of the rulers. Because the pillars of the state are institutions and the good performance of institutions is a sign of the good state. The good state is reflected in the rule of law. And the rule of law has never been identified with failed rulers. In the world, the rule of law, which is called the rule of law, comes out as the performance of true rulers with the people and the state. At this time, some such news reports have been reported in the media that make one worry. So finally there will be public representatives, there will be better rulers, there will be a parliamentary system, what is happening in this country.!!? Here are 2 news to make sure.
The country’s responsible Prime Minister has stated that we will not tolerate corruption. If corrupt and incompetent officials are removed, calls will come from all over the country for recommendations. If corrupt elements are removed from the system, the revenue of just one sector will increase from Rs 12 billion to Rs 50 billion. Meanwhile, the Finance Ministry has released a report on the losses and performance of institutions and provided figures. Concerned people cannot help but worry. The report says that the total loss of 15 government institutions has exceeded 59 billion. Of which the National Highways’ loss was 1953 billion and the Kesco’s loss was 770.6 billion. The report says that the loss increased by 3.45 trillion in the first 6 months of the last fiscal year. The 6-month loss of Steel Mills was 15 billion 60 crore. Meanwhile, the 6-month loss of Pakistan Agricultural Storage and Services Corporation, which is an agricultural country, was 7 billion rupees, while the total loss was 11 billion 13 crore. After this news, concerned and patriotic people are worried. After seeing and reading the performance and failure of only 3 institutions of the country, it is unbelievable what the elected Prime Minister has been doing in this country in the last 20 years. If such irresponsible rhetoric is made along with the situation and performance of the publicly elected Prime Ministers So what can be done except regret?!! How will the state of the important pillars of the state be strengthened? For example, the performance of the Agricultural Storage Aid Services Corporation (PASCO), the rulers who claim to be an agricultural country, in the last 6 months of the financial year is that it has incurred a loss of 7 billion, while the total loss is 11 billion 13 crores.
Similarly, if you read the performance report of the National Highway Authority, you will be filled with strange thoughts and speculations as to what is happening to this country or state and who is doing all this? The loss of the National Highway Authority has exceeded 59 billion rupees. Even without the operation of steel mills, there has been a loss of 15 billion 60 crores. These statements and reports seem to reveal the true nature of our responsible rulers, how right or wrong they are in their government performance. The secret of the development of nations is the rule of law along with good intentions of rulers. The above institutional performance shows how true the rulers are to the state and institutions as well as to the people or nation. The wise men of the world say that if we want to see the development of any country or state or nation in the world, look at their roads and infrastructure. Here, the worst situation is that of the National Highway Authority. In the report for the first 6 months of the last financial year, It has been reported that there has been a loss of 15.6 billion rupees!! Meanwhile, the report of the Agricultural Country and the Food and Security Organization PASSCO states that the total loss has exceeded 11 billion due to poor policies, non-transparency, wasteful expenditure, mismanagement and corrupt officials. The performance of the rulers who claim to be an agricultural country is seen in these reports. There is a Planning Commission in the country, what kind of planning does it do? In addition to the Planning Commission, there is a federal cabinet whose ministers are responsible and are satisfied with the institutional performance.!!? In this way, as the head of the federal cabinet, the Prime Minister of the time is responsible for the Planning Commission, what kind of institutional planning is being done in the country and on what basis.
The state plays the role of a mother to institutions and if the mother does not take care of her children, the mother will be like a helpless mother who is looking for justice all day long due to poverty, insensitivity and mismanagement. If justice is not done on time, education is not done on time, and reforms are not done with good intentions, then the life of that mother will become difficult and difficult. A poor mother forgets to get treatment for her children because of the pain. Not getting treatment is like bringing death closer. Therefore, the leaders of the nation, country, state and institutions have to take care of the mother with God’s fear and reform her children. Children are like the pillars of state institutions, and if the state institution or the children of the mother fail to improve their education or performance, then the mother’s explanation for her misery will be like the one given by the then Prime Minister Shahbaz Sharif, who said that corrupt and incompetent officials should be removed, and calls came from all over the country.!!
Now, in this serious and institutionally bad situation, the state, which is a collection of institutions playing the role of a mother, should this mother complain to anyone that she cannot find bad, corrupt and incompetent officers and rulers. From the courts to the accountability institutions, NAB, FIA, Public Accounts Committee, which institution supports transparency, takes action, accelerates accountability for better performance and does not ignore or listen to the complaints of the mother, the state? Can you find a way, tell me an institution that is free from non-transparency? If this is the case and the institutions are suffering from losses on top of losses and 15 institutions are suffering from losses of around 60 crores in the 6 months of the financial year, then how many crores of crores must have been spent in this institutional situation that has not improved for years? The managers of the country and the state will have to think about this institutional performance and think about how to improve it. Putting aside political differences with each other, they will have to focus on improving performance. If this does not happen, it is a natural principle that many patients die of various diseases and are ventilated, and everyone understands the meaning and purpose of a ventilator. What is not understood is that these are the pillars of the state with poor performance in the form of institutions, where corrupt bureaucrats and representatives of poor performance rulers are sitting in the form of ministers. Incompetent, corrupt and insensitive rulers and officials will only know when institutions are removed from the ventilator and it is necessary that a ventilator does not guarantee survival…
