Benazir Hari Card, Farmers’ Problems and Some Advice….
Rahmatullah Buriro
Overall, it seems that 75 percent of the Sindh province is based on the agricultural economy. From farmers, farmers, and the working class of the poor to the rural poor, this chain must also be an agricultural business in some way. In such a large agricultural environment, it is necessary for the farmers and farmers to the working class who are directly related to the agricultural business to get facilities and support from the government. The decision taken by the Sindh government to provide facilities to the farmers and the farmers there in the last few months is also a commendable act. In this whole process, the action taken regarding Benazir Hari Card is even better and commendable. In this regard, responsible sources of the Agriculture Department say that the department has performed better than before by using its responsibilities and powers in the Benazir Hari Card. Sources say that the Sindh government there is support, but the Minister of Agriculture is also pushing for the registration of Benazir Hari Cards as soon as possible. In this regard, an important official of the Agriculture Department says that more than 250,000 Benazir Hari Cards have been registered in the whole of Sindh. Of which 130,000 forms have been submitted in writing and more than 120,000 forms have been filled online. Another official of the Agriculture Department says that if the Sindh government as a whole activates the revenue staff and verifies the departments or if the staff cooperates better, this process can be even faster and more efficient.
In this regard, when we inquired from the account holders and revenue officials from different places about the reason for the delay in verification and account change or transfer, they said that accounts in Sindh are mostly in the names of ancestors or family elders who are no longer in this world.Due to various reasons ranging from family conflicts to inheritance, accounts are not changed correctly and quickly. But when we inquired from the applicants for the farmer card, what are the reasons why their farmer card forms are not submitted on time? They said that the slowness in the work of the revenue department officials and demanding heavy bribes are the biggest reasons why accounts are not changed on time. These affected account holders, farmers and farmers say that if efforts are not made to remove these bribe-takers from the revenue department and solve the problems immediately, the Sindh government and the agriculture department will not be able to meet the target and objective of the Benazir Hari Card on time. For this, an important official of the agriculture department told us through a sufficient online form. The remaining forms, which are almost filled out, are uploaded online. While the online facility has been activated, Benazir Hari Cards are uploaded on an emergency basis at a special desk.
Keeping the above in mind, some suggestions are given below. The Sindh government should first of all control the revenue department and change the accounts of the account holders as soon as possible. To keep the transfer of accounts transparent, the corrupt system should also be kept in check. What will happen in this regard is that the accounts will be created and received immediately and easily. And it will be easy to complete the target and objective of the farmer card immediately. Along with this, with the liberalization and updating of the accounts, the account holder and the farmer or cultivator can easily obtain other agricultural facilities of the government, agricultural loans. What else will happen in this regard is that a complete survey will also come out to see how many cultivators and farmers there are and how much land is in their names. In this regard, the Sindh government should provide subsidies to the farmers and cultivators on agricultural commodities, seeds and even agricultural pesticides. According to a survey during the last agricultural season, during wheat cultivation, a large number of farmers and cultivators could not apply DAP fertilizer to wheat due to its high cost and lack of purchasing power, which resulted in the failure of wheat to reach the desired yield. For this, the government should provide a 50% subsidy on agricultural commodities, including fertilizers, agricultural pesticides and agricultural machinery. In this regard, the Sindh government and the authorities of the agriculture department should improve Sindh’s agriculture and get good results. For this, it is necessary to provide support, concessions and cooperation to the farmers and cultivators as well as the circles related to the agricultural industry and work in the above-mentioned discussions and issues as soon as possible.
If we take a quick look, except for 25% of the total urban population of Sindh, the entire population of Sindh is related to agriculture, agribusiness, livestock and agribusiness. So, be it a farmer, a cultivator, a landowner or any of them, a local representative representing the public or an MPA or MNA of the constituency, they are also related to agriculture. Therefore, they should take special interest and immediately activate the authorized staff of the Agriculture Department and put the above things into practice and implement them.Sindh will be prosperous only when agriculture is restored. For the restoration of agriculture, farmers are happy and Sindh is prosperous.
