Practical suggestions for increasing the credibility of parliamentary institutions at the global level.
The Conference of Parliamentarians and Speakers held under the auspices of the Commonwealth in Barbados proved to be a forum for global legislative institutions, where speakers, parliamentary members and secretaries from different countries of the world came together to present the blueprint for future parliamentary governance. The main objective of this conference was to make parliaments compatible with the needs of the modern era, restore public confidence and ensure institutional transparency. Enhancement of parliamentary training and capacity: According to the decision, modern training was declared mandatory for the legislative institutions of every country. There was an emphasis on establishing permanent academies to disseminate new knowledge about legislation, digital governance, and public services to members. While institutional transparency and accountability were also emphasized, it was proposed to oblige the assembly of each country to issue a public awareness report at the end of each financial year, which includes figures on the impact of legislation and financial transparency. Meanwhile, the participation of women and youth was also emphasized. At the global level, it was decided that changes should be made in the constitution and rules to increase the representation of women and youth in legislative bodies. Members of the Sindh Assembly and the secretariat team actively participated in this conference.The role of Umar Farooq Buriro, Secretary of the Sindh Assembly, was particularly prominent, who informed the global participants in detail about the transparency, efficiency, and administrative reforms implemented in the Sindh Assembly.
Umar Farooq Buriro suggested tv workshops will be held for the training of parliamentary members. For which, a “Parliamentary Training Academy” should be established in the Sindh Assembly, where new and old members should be given modern training on legislation, ethical leadership and public relations.
Members’ training and institutional needs.
The training of members in the conference should be directly linked to the quality of legislation. So that trained members prove to be more effective in understanding public issues and formulating policies. The training programs issued by the Secretariat in the Sindh Assembly have already taken a positive direction, but they need to be made more modern. For institutional transparency, it was suggested that a Data Management and Public Communication Division should be established in the Sindh Assembly Secretariat, which would publish parliamentary proceedings, legal drafts and public reports online.
Learning from global experience and a path for Sindh. The topics discussed at the Commonwealth Conference made it clear that the parliamentary system of the future needs to be strengthened not only legally, but also with technology, training, and accountability. The Sindh Assembly is leading in this direction, especially after the arrival of the current Speaker Owais Qadir Shah under the leadership of Secretary Umar Farooq Buriro, who is active in improving the practical transparency and efficiency of the institution. This conference, which was held under the auspices of the Commonwealth, has shown a new path for legislative institutions at the global level. The representation of the Sindh Assembly has not only increased the prestige of Pakistan but has also presented a model that can guarantee transparent, trained and accountable governance in the future. After reading the main objectives of the conference held under the auspices of the Commonwealth in Barbados, it can be said that the decisions taken at the global level in the conference emphasized the active participation of parliaments and the training of members. So that transparency and public awareness can be maintained. It is hoped that the current Speaker of the Sindh Assembly, Syed Owais Qadir Shah and Secretary Sindh Assembly, Umar Farooq Buriro, will take such steps in the coming months that will establish a true model of institutional transparency, training and parliamentary system. The results and observations of the recent past and the recent past show that the committees consisting of parliamentary members in the Sindh Assembly or the provincial assemblies as a whole and the National Assembly are not playing the role that is consistent with their principles and laws. After reviewing their performance reports, it will be known that they are not working according to their parliamentary spirit. The main reason for this can be the lack of parliamentary training as well as the inability to read and understand the legislation. As the Public Accounts Committee is an important institution whose role and spirit is to work on the basis of scrutiny, transparency and audit. So that transparency and institutional efficiency can be maintained by monitoring the administrative and government performance. It is with great regret that the PACs and parliamentary committees established in the Sindh Assembly or the National Assembly are not working properly. In addition, it is also a model of the performance of the democratic government that many parliamentary committees in the National and Sindh Assembly do not have chairmen, where there are not enough members, then again No committees have been formed!! Therefore, it is also important to activate these dormant committees.
